These may be lodged by citizens or residents of EU countries or by EU-based associations or businesses. What does the Ombudsman do? The Ombudsman investigates different types of poor administration, for example: The European Ombudsman is the ombudsman for the European Union, based in the Václav Havel building in Strasbourg. Individuals, businesses, associations and civil society can turn to the European Ombudsman for help about problems with the EU administration. The Office has dealt with more than 57 000 complaints in its 25 years of operating. Most inquiries are based on complaints, but the Ombudsman can also launch own-initiative inquiries. Established by the Maastricht Treaty (1992), the European Ombudsman is a body that aims to: Improve the protection of citizens or any natural or legal person residing or having their registered office in a Member State in connection with cases of maladministration by European Union institutions, bodies, offices or agencies; and The European Network of Ombudsmen The European Network of Ombudsmen consists of over 95 offices in 36 European countries.

EU citizens have the right to refer to the European Ombudsman in cases of maladministration in the activities of the institutions, bodies, offices or agencies of the Union, with the exception of the Court of Justice of the European Union acting in its judicial role. This right is enshrined in article 43 of the Charter of Fundamental Rights.
